Biographical or Historical Information
The Litchfield Charter Commission worked through 1970 and 1971 to draft a charter for the Town of Litchfield. The Commission consisted of 15 members and Richard Lafferty provided consulting services. A preliminary proposed charter was sent to the Board of Selectmen in June, 1971, and revisions were submitted in December, 1971. Three public hearings were held in January, 1972. The full charter was published in The Litchfield Enquirer on Mar 2, 1972. Voters rejected the charter on Nov. 7, 1972.
