Biographical / Historical

Charles Bartlett Phelps was born at Chatham, now Portland, Conn., on May 31st, 1788 to Lucy Smith Phelps and Dr. Elisha Phelps. He studied law in Litchfield and with Noah Benedict in Woodbury. The notes were taken while he was a student in Litchfield, but also include copies of Benedict's writings. Phelps went on to practice law and hold elected offices.

Phelps married twice, and had six children with his first wife, Elsie Marshall Phelps, and two with his second, Amanda Parker Phelps. He died in 1858.
